We were midship, so I'm not sure. I did see at least 3 go over with certainty they were cigarettes. The dipsticks were two cabins down from us. My husband almost said something out loud to them. Since we weren't married until the 4th day of the cruise, I stopped him. I didn't want to get married in the "brig"!

I had considered that possibility at first but these definately looked like cigarette ashes and when the cigarette butts showed up it kind of confirmed it

The people on deck 10 above us were apparently smokers. Are you saying they threw "lit" cigarettes over the balcony?  Or do you think it might have been an ashtray blowing over?  Not that either one is particularily nice - but I can't see people being so callous as to toss a lit cigarette over the side - not that it hasn't happened, but really, on a daily basis?  I'd be calling the room steward and having that crap taken care of.

They also could have blown from the aft of the top deck...

Personally (at this point in my life, anyway) I wouldn't cruise on Celebrity because of the policy -- I'd scare everyone walking in my jammies to the outside deck in the middle of the night!:crazy:
