How early should we plan to get to the pier?  Is getting there at 11:00 am too early?

11 a.m. is usually just right for us. Sometimes we get there earlier and have to stand in line. Some cruiselines suggest a boarding time that seems too close to sailaway for me and is hours after others are already aboard. The latest time we've ever boarded was 1:15. There were masses of people still disembarking when we arrived. That was the time we stood in line for a good 2 hours.

We get to the pier about 11:00 am and are usually onboard within an hour.

I usually get to the pier between 11:00-11:30.  I am a Diamond member on RCCL, so I don't usually have a long wait. But now, RCCL doesn't let you in your cabin until 1:00 or 1:30. So, even if you get onboard by noon, you ahve to schlep your carry-on bags with you.
I usually go up to the Windjammer and have a good lunck or snack and then drop off the bags in my room afterwards.

My mother usally gets there around 2:00-2:30, and by that time, it's not very crowded at all.
